In just one year, the State of Rio de Janeiro – under the government of Cláudio Castro since 1 May 2021 – had three Civil Police secretaries. Among them, Allan Turnowski, arrested last year on suspicion of involvement with “Jogo do Bicho”. On Monday (02/10) José Renato Torres took over the Civil Police Secretariat, a position previously occupied by Fernando Albuquerque.

Most Lethal Operations
This three-year period of management accumulates three of the five most lethal police operations in the capital of Rio de Janeiro: Jacarezinho (2021), Vila Cruzeiro (2022), and Complexo do Alemão (2022). At the inauguration ceremony of the new secretary, José Renato Torres, Castro reinforced the police’s combative commitment: “under my administration, it’s a fight against crime.”
The New Secretary
José Renato Torres, a police chief for 26 years, took over, on Monday (02/10), the position previously held by Fernando Albuquerque, secretary since April 2022. Albuquerque became secretary after the removal of Allan Turnowski, arrested, on September 9, 2022, on suspicion of participating in a gambling scheme. He was released at the end of that month, benefiting from a decision by Federal Supreme Court (STF) Minister Kassio Nunes Marques. The decision was taken three days before the elections, in which he ran for federal deputy for the PL.
Analysis:
Being a secretary requires from people chosen to occupy such functions, at least, a mid-term commitment. Even though the governor is responsible for the general farmework of the security plan, the head of the sector is the person who puts the ideas into action and is an essential mechanism to bring them to reality. In addition, complex sectors such as public security are quite delicate and requires continuous efforts. Therefore, frequent changes frustrate projects and hamper the achievement of efficient results.
