ROBBERIES, THEFTS AND FRAUD IN RIO: THOUSANDS OF CRIMES BUT FEW ARRESTS

Data from the Instituto de Segurança Pública (ISP) analyzed by O Globo/Extra indicate a significant gap between the volume of property crimes recorded in Rio de Janeiro and the number of offenders arrested in flagrante. Between January 2025 and March 2026, more than 1.3 million crime reports were registered across the state, with theft, fraud and robbery accounting for roughly four in every ten occurrences. During the same 15-month period, only one person was arrested or apprehended for every 33 robberies and every 23 thefts, while the ratio for fraud was just one arrest for every 323 cases. In contrast, drug trafficking generated approximately one arrest for every three recorded occurrences.
