Reduction in violent crime and robberies
Between January and September 2026, Rio de Janeiro recorded 2,648 victims of violent lethality, a 6.9% reduction compared to the same period in 2025. Intentional homicides totaled 1,977 cases, the lowest figure for the first nine months of the year since tracking began in 1991. Deaths resulting from police intervention also decreased, totaling 501 victims, a reduction of approximately 3.7%. Regarding property crimes, street robberies fell by 19.5%, totaling 35,927 incidents, while mobile phone thefts decreased by 20%, with 15,754 reports. Cargo robberies saw a 1.4% reduction, totaling 2,131 cases. Conversely, vehicle robberies rose by 3.6%, with 17,753 incidents, the equivalent of approximately 65 stolen vehicles per day.
Growth in fraud, extortion, and other property crimes
Despite the decrease in several violence indicators, the data reveals growth in other criminal modalities. In September, fraud reports, which include scams, increased by 17.1%, rising from 12,596 to 14,745 occurrences, while extortion cases grew by 28.4%, from 338 to 434 cases. Pedestrian thefts also increased by 15.1%, reaching 1,153 registered incidents. In the aggregate for the first nine months of 2026, 127,813 fraud cases were recorded, a 12% rise, along with a 26% increase in commercial establishment robberies, which totaled 1,692 occurrences. The indicators demonstrate that the reduction in violent crime was not accompanied by a generalized decrease across all crime types.
Increase in weapon seizures and police operations
Police activity indicators showed growth cumulatively from January to September 2026. Security forces seized 4,774 firearms, a 7.8% increase compared to the same period in 2025. Among these were 666 assault rifles, representing a 12.7% rise. In flagrante arrests reached 32,634, a 3% increase, while the execution of arrest warrants grew by 8.1%, totaling 9,851. These results indicate an expansion in certain police operational metrics, although they do not, in isolation, establish a direct cause-and-effect relationship with the reduction in reported crimes.
Analysis
The ISP indicators point to favorable progress in key areas of Rio de Janeiro’s public safety, particularly in the reduction of homicides, street robberies, and cargo theft. However, the growth in fraud, extortion, and commercial robberies demonstrates that risk remains unevenly distributed across different types of crime.
For businesses operating in the state, this environment underscores the necessity of maintaining preventive measures against both violent crime and financial fraud, extortion schemes, and property offenses. The rise in vehicle robberies also demands attention regarding transit planning and supply chain security. Consequently, ongoing analysis of safety indicators, taking into account regional variations and crime categories, remains essential for aligning corporate security strategies with evolving state trends.
