The entry of Congressman Hugo Motta (Republicans) into the race for the presidency of the Chamber of Deputies changed the negotiations for the succession of the House and cornered one of the main candidates, the leader of União Brasil, Elmar Nascimento (BA), who had the informal approval of Arthur Lira (PP-AL) to run for the position. The change in scenario was caused by a division in the Centrão, which culminated in the withdrawal of Marcos Pereira (Republicans-SP), but also had the active participation of the government to weaken Elmar, considered a political enemy.

Contrary Stance
The government’s stance contradicts statements by President Lula, who, on several occasions, said that he had no intention of influencing the elections that will take place in February next year.
Hugo Motta
Hugo Motta is a congressman with good connections in several political groups and has always been considered an alternative by Lira himself. Accredited as a “consensus” option by allies, Motta went through an informal hearing yesterday with Lula and, at another time, with former president Jair Bolsonaro.
Damage Reduction
In order not to lose control of the process, Lira adopted a damage reduction strategy and has privately indicated that, at this moment, he sees the Republican congressman as the most viable candidate. One of the concerns of the Speaker of the Chamber of Deputies is not to repeat the same mistakes as Rodrigo Maia, who was defeated after leaving office. For this reason, he always repeats that the ideal would be to maintain unity, as occurred in the process that elected him, to guarantee the independence of the Legislature.
Without Forgetting the Opposition
In the meeting with Bolsonaro, Motta heard questions about a possible alignment with the government base. The meeting took place at the home of the senator and national president of the PP, Senator Ciro Nogueira. The son of former president, Flávio Bolsonaro (PL-RJ), was also present.
Promises
Motta reportedly promised not to forget the opposition and promised to maintain an independent stance and defend the interests of the Chamber. A wing of the PP, the main party in Elmar’s bloc after União, has already admitted that the parliamentarian is the one most likely to have support. Even so, Lira has not made a final decision on the matter and is trying to talk to Elmar.
Analysis:
Hugo Motta’s entry into the race for the presidency of the Chamber of Deputies has a significant impact on the Brazilian political scene, reflecting the complex dynamics between the legislative and executive branches. This change in candidates reveals internal divisions within the Centrão, one of the most influential blocs in Brazilian politics, and demonstrates the government’s active role in shaping the succession of the Chamber, contradicting President Lula’s alleged neutrality. This move reinforces the behind-the-scenes struggle for control of the legislative process and the government’s search for a leader more aligned with its interests.
The impact of this dispute goes beyond Congress since the choice of the president of the Chamber has direct implications for governability. If Hugo Motta is elected, his commitment to independence and his relationship with various political groups may offer a moderate path, but his proximity to the government may cause discomfort in the opposition. This could generate a scenario of greater fragmentation and uncertainty, especially at critical moments when important reforms for the country are being voted on. Furthermore, the weakening of Elmar Nascimento and the division in the Centrão indicate greater political volatility, which could make it difficult to approve priority projects and worsen tensions between different party factions, with potential repercussions on Brazil’s political and economic stability.
