On Wednesday (09/11), Defense Ministry sent to the Superior Electoral Court (TSE) its report on the inspection of the electoral process without having pointed out any evidence of fraud. The material delivered to the court indicates that the statistical procedures were carried out normally and that the analysis of ballot papers did not identify divergences. However, the Defense Ministry indicated some problems in the process, including the possibility of a malicious code to influence the operation of the electronic voting machine.
Not Possible to Rule Out Frauds
In the report, military technicians say that it was not possible to inspect the electronic voting system completely. Thus, it was suggested to the TSE that it carry out a technical investigation to determine possible risks of changes in the source code of the electoral systems by malicious programs due to possible access to the network during the generation of the programs.
Control of Narratives
According to political commentators, while pointing out that it has not identified any evidence of fraud, the Defense Ministry avoids affronting President Bolsonaro, by indicating that it would not be able to guarantee the total reliability of the process. Therefore, for the experts, the report maintains alive, among supporters of Bolsonaro, the idea that the elections were rigged and stimulates the movements that have closed highways and driven thousand to set up protesters’ camps in front of military barracks across the country to demand a coup.
President Bolsonaro has been stating that the Brazilian electoral system is not reliable and that previous elections have been rigged. However, so far, no evidence has been brought up. For the analysts, this narrative is the replication of a strategy created by the former American President Donald Trump and his team. In the US, Trump questioned the results of the elections and never acknowledged his defeat, which led to the Capitol Revolt. In Brazil, the results would be the blockades on highways and protests in front of barracks.
