The Justice Ministry and the Brazilian Football Confederation (CBF) signed an agreement with the aim of bringing security to stadiums through increased monitoring and cross-referencing of fan data. The project was named “Secure Stadium”. Club participation is not mandatory. Those who adhere, however, will have to adopt a series of measures that will affect everything from ticket sales to entry into stadiums.

Planned Measures
Individualization of tickets, that is, they will be linked to a CPF. Even those delivered free of charge by clubs, in addition a photo of the face of the person who buys or wins the ticket will have to be registered. Information on these fans and tickets will be sent to the Ministry of Justice. This includes everything from the photo and CPF of the buyer to the gate and turnstile used for entry. The cell phone number of each fan will also be informed to the ministry.
The stadiums must have smart turnstiles, which will check the validity of the CPF registered on the tickets, the agreement also provides for actions to combat racism and homophobia during games and the creation of a national base of fans prevented from accessing stadiums.
Goal
According to the executive secretary of the Ministry of Justice, Ricardo Cappelli, this system will make it possible to identify, at the entrance to games, people with outstanding arrest warrants and fans involved in fights and who are prevented from entering the stadiums. In addition to allowing the prevent of illegal sale of tickets.
