RIO DE JANEIRO SECURITY INCIDENTS – JULY MONTHLY BULLETIN

On average, every four hours, a person injured by a firearm is treated at a public hospital emergency in the city of Rio de Janeiro and the Metropolitan Region, according to an exclusive survey carried out by GloboNews. In the first half of this year alone, 1,141 patients were rescued with gunshot wounds in 16 health units in the city, state and Federal Government, an average of 6 per day. The record holder for shot people that were treated between January and June is Albert Schweitzer Hospital, in the West Zone of Rio, territory currently disputed by militiamen. The unit average is one record per day. In 2022, the Getúlio Vargas State Hospital, located in Penha, in the North Zone of Rio, was the unit that most received patients that were shot. There were 470 people, which is an average of one patient per day. This year, for every 3 people who were shot and rescued by doctors at Getúlio Vargas, one succumbed to his injuries and died. In all, 177 victims were assisted in the unit in this year’s first half, of which 58 died. From 2021 until the end of the first half of 2023, 6,887 people shot were treated in the capital and the Metropolitan Region. Doctors report that in the 1990s, there was a change in the profile of patients, since, at that time, the wound caused by a rifle shot was a novelty.

Vehicle robbery has grown in most neighborhoods in Rio de Janeiro since last year, especially in the North and West ZonesInvestigations reveal that gangs are using this type of crime to profit and exchange for weapons and drugs. Traffickers and militia members participate in criminal groups. The regions with the highest increases in car robbery are: In the region of Vila Valqueire, Praça Seca and Tanque there were 84 robberies from January to May 2022 and 183 this year – an increase of 118% and an average of 37 cars stolen per month. In the region of Irajá and Vicente de Carvalho, car robbery increased by 82%. In Cidade de Deus and Jacarepaguá – 76%. At Engenho Novo and Jacaré – 55%. In Madureira and Cascadura – 77%. In Del Castilho and Inhauma – 38%.

Our Analysis:

Criminals carry out robberies as if the practice was a business. There is a kind of a task division: there are those criminals who go to the streets and steal and there is a part of the gang that specializes in cloning and thus uses the logistics that drug trafficking allows them. This structure creates difficulties for the police to repress criminals, since by associating themselves to large gangs that control territories, law enforcement need large operations to go after them. So, protected inside these territories, robbers have a place to clone the vehicle and prepare it to be sold. Cars stolen and cloned in Rio go to Bahia, Minas Gerais, Goiás, Ceará and even Paraguay. Identifying all the gang leaders is difficult because the crime involves drug dealers and militiamen. Therefore, the forecast is the continuation of this trend.
