In the first quarter of 2025, Angra dos Reis ranked fourth among the five cities with the highest rates of electricity theft, according to a report by Enel. The city recorded 18.51% in non-technical energy losses, following Duque de Caxias (34.35%), São Gonçalo (31.53%), Araruama (22.36%), and Cabo Frio (21.47%). Enel highlighted that 17% of its consumer units are in high-risk areas, responsible for 59% of such losses. Between January and March, 42 people were caught in the act, and 68 police reports were filed in operations targeting energy theft.
01/07/2025 – On Tuesday (1st), a new phase of Operation Cerco Total led to the arrest of two adults and the detention of two minors at the Morro do Carmo, in central Angra dos Reis. The group—three males and one female—was caught at a known drug selling point called Escadaria da Roupa Suja. Police seized cocaine, ecstasy, crack, loló, radios, phones, and cash. All four confessed to working for the Comando Vermelho, which controls the local drug trade. Each had a defined role in the operation, including lookout and dealer.

01/07/2025 – On Tuesday (1st), Civil Police carried out another phase of Operation Cerco Total in Banqueta, an area controlled by the Comando Vermelho. Officers arrested Luís Felipe Gama Lemos, 38, who was acting as a lookout from an abandoned house with a radio. Two teenage boys, aged 16 and 17, were also detained after being caught at a nearby open-air drug point. The operation led to the seizure of marijuana, cocaine, and loló. The drug den functioned openly during the day, resembling a market stall.
01/07/2025 – On Tuesday night (1st), the Federal Highway Police seized around 16 kilograms of cocaine on the Rio-Santos highway, near Caetés, in Angra dos Reis. Officers stopped a speeding car under heavy rain and found 14 kg of cocaine hydrochloride and 2 kg of cocaine base in the back seat. The driver, a 19-year-old app driver, claimed the car was rented but it was registered to his uncle. He denied knowing the drug’s origin or destination. The case was sent to the 166th Police Precinct.
01/07/2025 – On Tuesday (01/07), a 19-year-old man was arrested with over 16 kg of cocaine on the Rio-Santos Highway, at km 458 in Angra dos Reis. Federal Highway Police stopped his speeding car, finding the drugs in the back seat. The driver claimed to be an app-based driver traveling from Rio de Janeiro to Angra, unaware of the drugs’ origin. He was taken to the Angra dos Reis police station and is now awaiting trial.
07/07/2025 – On Monday (07/07), a man was attacked with a knife following an argument in Vila do Abraão, Ilha Grande, Angra dos Reis. Suffering severe neck wounds, the victim was transported by a SAMU ambulance boat to the mainland and taken to the city hospital. The other individual involved was also injured and required hospitalization. The cause of the argument is unknown, and the hospital has not released the victims’ conditions.
08/07/2025 – On Tuesday (08/07), the body of a 28-year-old man, with gunshot wounds, was found on Avenida dos Trabalhadores in the Verolme neighborhood of Angra dos Reis. No arrests have been made, and the motivation remains unknown.
09/07/2025 – On Wednesday (09/07), a man was arrested in flagrante for suspected drug trafficking in Angra dos Reis, specifically in the Japuíba neighborhood. Civil Police stated the man fled upon seeing officers but was apprehended. They found marijuana, cocaine, “loló” vials, cash, and a cell phone on him. He then revealed more drugs were in a nearby vehicle, where police discovered 100 cocaine vials, 13 portions of marijuana, and 39 “loló” vials. The case was registered at the Angra dos Reis police station, and the man will face charges of drug trafficking and association for drug trafficking.
17/07/2025 – On Thursday (17/07), the Civil Police in Angra dos Reis, Costa Verde, launched “Operação Cerco Total,” arresting four men suspected of drug trafficking. Two suspects were apprehended in Campo Belo with 113 crack rocks and two bags of marijuana, while two lookouts, each with a radio communicator on the same frequency, were caught in Bracuí. A third suspect in Campo Belo managed to flee. The arrested individuals and seized materials were taken to the 166th Police Precinct (DP), where they remain at the disposal of justice.
18/07/2025 – On Friday (18/07), acting on a tip from Disque Denúncia Angra, Military Police of the 33rd BPM’s P2 unit seized a Ruger 556 rifle, ammunition, and other drug trafficking materials in Sapinhatuba I, Angra dos Reis. During the operation, officers exchanged fire with armed traffickers who subsequently fled. All seized items were taken to the 166th Police Precinct. This action underscores the growing success of Disque Denúncia, which has seen a significant increase in reports from Angra dos Reis this year.
18/07/2025 – On Friday (18/07), the P2 intelligence unit of the 33rd BPM conducted an operation in Sapinhatuba 1, following tips from the local Disque Denúncia. Upon advancing through Subida do Guerreiro, officers were shot at by members of the Third Pure Command (TCP) and returned fire. After an intense gunfight, the traffickers fled into the forest. Police recovered weapons, a magazine, 18 rounds, two radios, five surveillance cameras, and drug-packaging materials. The seized rifle was worth around R$30,000 legally or up to R$70,000 on the black market.
21/07/2025 – On Monday (21/07), officers from the Civil Police and the P2 intelligence unit of the 33rd BPM recaptured three detainees — one adult (21 years old) and two 16-year-olds — who had escaped during their transfer from Paraty to Angra dos Reis. The trio had assaulted the escorting officer before fleeing. They were located and arrested in the Bracuí area. The three had been originally arrested on 19 July during a police operation that seized drugs, THC oil syringes, and a revolver.
TRENDS & ADVICE
- Shootouts remain the main risk facing personnel in Angra dos Reis. Several security operations related to drug trafficking are also registered every week.
- If you find yourself in the immediate vicinity of a shootout:
- lay on the ground and seek a solid cover.
- If you are in your car, the engine block is a good barrier behind which you could seek protection.
- When it is safe to do so, find the nearest building, stay away from any windows, and do not move until the gunfire has clearly ended.
- Pay attention to the sounds of shots when driving through BR-101, which has on its margins many gang-controlled zones.
- Be cautious when in the vicinity of ‘communities’, particularly: Morro da Fortaleza, Parque Belém, Sapinhatuba I, Sapinhatuba II, Sapinhatuba III, Areal, Parque Mambucaba, Japuíba, Frade, Bracuí, Morro do Santo Antônio, and Morro da Glória I and II.
- Avoid stopping on BR-101 roadside, due to cases of robberies, especially in the most isolated areas and after nightfall.
- Be careful when walking downtown as there is a risk of property crimes, thefts, and robberies.
- Attention to scams that may reach you through a WhatsApp message, e-mail, SMS, or a call.
