BRAZIL: PUBLIC SECURITY FORCES TOP 818,000 OFFICERS AS IMBALANCES DEEPEN

The second edition of the study Raio-X das Forças de Segurança Pública do Brasil (X-Ray of Brazil’s Public Security Forces), released on Tuesday (04/08) by the Brazilian Public Security Forum (FBSP), points to a 2.8% increase in personnel compared with 2023, bringing the total to 818,521 active professionals across municipal, state, and federal agencies. One of the study’s main findings is the rapid expansion of Municipal Guards, which are now present in 1,384 municipalities and are increasingly performing duties once restricted to police forces, despite lacking the external oversight and governance structures needed to ensure effective and accountable operations. To estimate the size of these forces, the FBSP had to cross-reference three separate databases, identifying approximately 107,457 active officers across the 1,384 Municipal Guards mapped, a 12.8% increase over two years.
