Police mappings show that Rio de Janeiro’s largest criminal faction, Comando Vermelho (CV), is conducting coordinated expansions across multiple fronts (including Rio das Pedras, Vargens, Recreio, Cordovil, Campo Grande, and Guaratiba) to gain control of strategic transit routes. According to the Narcotics Division (DRE), the gang’s objective extends beyond controlling territory to creating transport corridors connecting Metropolitan communities to the Ports of Rio and Itaguaí, as well as Guanabara Bay, facilitating international drug trafficking to Europe and Africa and the smuggling of weapons. Under the direction of kingpin Edgar Alves de Andrade (“Doca”), the faction currently holds roughly 60% of Rio’s favela territories while actively fighting rival militia groups and the Terceiro Comando Puro (TCP) led by Álvaro Malaquias Santa Rosa (“Peixão”). In response, state security forces are carrying out ongoing countermeasures, such as Operação Contenção, which has led to over 370 arrests and the seizure of 190 rifles.

A 61% surge in violent deaths in Southwest Rio de Janeiro (recorded by the ISP in the first half of 2026 within the 18th Military Police Battalion’s area) reflects the intensifying territorial expansion of the Comando Vermelho (CV) against local militias and rival factions in neighborhoods like Jacarepaguá and Itanhangá. Driven by the lucrative exploitation of local monopolies (such as gas, internet, and real estate) and strategic access to maritime routes, CV’s push led to a recent fatal ambush against suspected militiamen in Tanque and ongoing clashes in Rio das Pedras. In response, military police launched the “Cerco Rio das Pedras” operation to reinforce security across key streets in the area to curb the escalating violence.
