According to the Civil Police, in the last 5 years, 78 heads of factions from other states were arrested or killed in actions in Rio. They are criminals from 18 states across the country. The main communities that serve as a hiding spot in Rio are: Complexo do Salgueiro (São Gonçalo), Complexo da Penha (North Zone), Complexo do Alemão (North Zone), Complexo da Maré (North Zone) and Rocinha (South Zone).
