The Rio de Janeiro Public Defender’s Office (DPRJ) sent the state government proposals to reduce police lethality by 70% in one year. For this purpose, several measures are envisaged, such as control of weapons and ammunition, strengthening protection programs, and ensuring the right of victims to participate in investigations. Indeed, the DPRJ claims that it is urgent that “the issue of violence and criminality is not faced only as a police matter” and that “policies are needed especially for black, poor youth and slum dwellers, the main target of institutional violence”. The DPRJ proposals are also organized in five axes and are focused on improvements in training, retraining, and working conditions for state security agents.
