SÃO PAULO SECURITY INCIDENTS – 1ST BULLETIN OF NOVEMBER

30/10/2025 – On Thursday (30), a man accused of leading a Rio de Janeiro criminal faction was arrested in downtown São Paulo after being identified by the city’s Smart Sampa facial recognition system. Metropolitan Civil Guard officers located and detained him on Rua 25 de Março amid heavy foot traffic. According to Rio police, the suspect headed a hacker ring responsible for an estimated R$70 million in losses from public exam fraud schemes that sold leaked test materials through fake prep courses. Wanted since 2022, he had an active arrest warrant for criminal association, copyright violations, and money laundering, issued by Niterói’s 1st Criminal Court. Investigators believe he may have fled Rio before a major police operation in the Penha and Alemão complexes.
