An operation carried out by the São Paulo Public Prosecutor’s Office on Tuesday (09/06) resulted in the arrest of a Civil Police chief investigator, a former civil police officer, and a former intern from the Public Prosecutor’s Office itself, all suspected of acting on behalf of the First Capital Command (PCC). According to investigators, the suspects were linked to a scheme that included plans to assassinate a prosecutor from the Special Action Group to Combat Organized Crime (Gaeco) and the extortion of individuals under criminal investigation, including members of the criminal faction accused of plotting the prosecutor’s murder.

Intern
The former intern is accused of using internal databases belonging to the Public Prosecutor’s Office to identify criminal targets and extort money from them in exchange for alleged protection from ongoing investigations. Investigators believe he received assistance from the prison officer and the former police officer arrested during the operation. The chief investigator detained in the operation is also suspected of providing privileged information to a criminal target in exchange for financial compensation.
Other Arrests
In addition to the three temporary arrest warrants, authorities executed ten search and seizure warrants in the municipalities of Campinas and Cardoso, in the interior of São Paulo. One of the warrants targeted a prison officer. Because the investigation involved members of the Civil Police, the Penal Police, and the 1st Special Police Action Battalion (BAEP), the operation received support from the Internal Affairs divisions of both police forces, as well as the Prerogatives Commission of the Brazilian Bar Association (OAB), particularly for searches conducted at a law office.
Chief Investigator
The arrested chief investigator was assigned to the Specialized Drug Enforcement Division (DISE) in Campinas during investigations into both the alleged plot against the prosecutor and a money laundering operation connected to major drug traffickers. Authorities are examining whether his position within the unit allowed him to access sensitive information that was later shared with criminal associates.
Development
Operation Infiltrados stems from two major investigations launched in 2025:
- Operation Pronta Resposta: Initiated in August, it investigated a criminal organization linked to the PCC that was allegedly planning an attack against the life of Gaeco prosecutor Amauri Silveira Filho, among other crimes.
- Operation Off White: Launched on October 30, 2025, the operation targeted a money laundering network connected to two of Brazil’s most wanted drug traffickers, including Sérgio Luiz de Freitas, known as “Mijão” or “Xixi,” one of the PCC’s most prominent fugitives.
Investigation
In recent months, Gaeco investigators gathered evidence indicating that, one week before the launch of Operation Pronta Resposta, one of the main suspects responsible for coordinating the alleged assassination plot met with the chief investigator from DISE Campinas. Among the materials seized were videos allegedly documenting the meeting between the two men shortly before the police action that disrupted the planned attack. Authorities are now investigating the nature of the privileged and sensitive information that may have been passed from the investigator to the criminal organization.
Other Focuses
A separate investigative front, also derived from Operations Pronta Resposta and Off White, revealed that one of the criminal organization’s senior members was being extorted by an individual with access to confidential information. As the investigation progressed, Gaeco concluded that the person allegedly responsible was the former intern of the Public Prosecutor’s Office, who investigators believe intentionally infiltrated one of the Criminal Prosecutor’s Offices in Campinas for illicit purposes months earlier. Using internal databases and research systems, and allegedly assisted by other public officials, the intern was able to identify high-profile criminals and demand payments in exchange for supposed protection from law enforcement investigations.
Analysis:
The arrests resulting from Operation Infiltrados reveal one of the most serious threats faced by law enforcement institutions: criminal infiltration from within. Organized crime groups such as the PCC increasingly seek not only territorial control or economic profits but also access to sensitive information held by state agencies. When investigators, prison officers, or individuals with access to confidential databases become compromised, criminal organizations gain the ability to anticipate police actions, identify informants, obstruct investigations, and protect key members. The alleged involvement of public servants and a former intern demonstrates how criminal networks can exploit vulnerabilities at different levels of the institutional structure, not just among senior officials.
The case is particularly significant because it combines two strategic objectives commonly pursued by sophisticated criminal organizations: intelligence gathering and influence over the justice system. The alleged plot against a Gaeco prosecutor suggests an effort to intimidate or eliminate individuals responsible for major investigations, while the extortion scheme reveals how access to privileged information can be transformed into a source of illicit revenue.
