President of the Rio de Janeiro City Council, Carlo Caiado (PSD) stated on Monday (04/03) that parliament will analyze whether the municipal guard will be able to work armed. During an event attended by businesspeople from different sectors in Rio, he said that the project should be voted on in the first half of the year.

Last year
Last year, Rio de Janeiro’s Court of Justice ruled that the article in the Municipal Organic Law that does not provide for the use of weapons was constitutional. Therefore, the change needs to be approved by parliament. If approved, the proposal allows the agent to use a firearm, train, and issue a weapon permit.
Old Proposal
The proposal is from former councilor Jones Moura and has 20 other co-authors such as Carlos Bolsonaro (Republicans) and governor Cláudio Castro (PL) — who signed the proposal when he was still a councilor. Since then, the project has been on the voting agenda 17 times, all of which were postponed at the request of parliamentarians. To be approved, the support of 34 of the 51 councilors is required in two sessions.
Inclusion on the agenda
The project has already been included in the Rio de Janeiro City Council and may receive amendments. If this occurs, it will be analyzed once again by internal committees. A change already proposed by Wellington Dias (PDT) is that the use of a weapon is not mandatory for the guard.
