RIO DE JANEIRO SECURITY INCIDENTS – NOVEMBER MONTHLY BULLETIN

The state of Rio de Janeiro registered over 54 thousand cell phones stolen or robbed between January and September 2025, equivalent to one device taken every seven minutes. The number of robberies (19,780) and thefts (34,456) represents an increase of over 22% compared to 2024. In response, the Civil Police conducted Operation Rastreio this Monday (17) across 11 states, arresting over 30 suspects and seizing 2,500 cell phones to combat the national robbery and receiving scheme.

01/11/2025 – Residents of Favelas Protest After Large-Scale Operation. Residents from the Complexes of Penha and Alemão gathered in protest on Friday (1st), at a soccer field in Vila Cruzeiro despite heavy rain, demanding justice for the 121 people killed during Operation Containment on October 28. Mothers of young men killed in previous police operations participated prominently, with Liliane Santos Rodrigues, who lost her 17-year-old son Gabriel six months earlier, expressing the collective pain and trauma of the community. Thousands of residents planned to march from Vila Cruzeiro to Avenida Brasil, one of Rio’s main expressways, to demand accountability and investigation into police conduct. The protest highlighted the cycle of violence and grief affecting vulnerable populations in these communities. Civil society organizations characterized the operation as a massacre, questioning its effectiveness in combating crime.
