SÃO PAULO SECURITY INCIDENTS – NOVEMBER MONTHLY BULLETIN

02/11/2025 – In the early hours of Sunday (2), military police arrested a man caught stealing from a house on Rua Albertina de Souza in the Barra Funda neighborhood, West Zone. Officers responded to a call about a burglary in progress and found the suspect inside the residence with stolen wires and equipment. He was taken to the 91st Police District, where he was formally charged with theft and placed under arrest.

02/11/2025 – On Sunday (2), a pedestrian was shot in the leg during a gunfight between police and armed robbers near Avenida Giovanni Gronchi, in the Paraisópolis area. The confrontation began after four suspects robbed a couple, stealing their phones and wedding rings—one attacker even biting the victim’s hand to remove her ring. Police located two motorcycles linked to the crime, prompting the suspects to open fire. One assailant was killed, another wounded, and two escaped. The injured pedestrian was airlifted to Hospital das Clínicas, and the case is under investigation by both Civil and Military Police.

02/11/2025 – On Sunday night (2), military police arrested a man wanted for attempted femicide after responding to reports of a woman screaming for help on Rua Guaracica, in Vila Curuçá, east zone. Officers found the suspect assaulting his ex-partner, who had visible facial and bodily injuries. She told police he had lured her to meet him before attacking and threatening to kill her. The man initially gave false names but was identified as a fugitive wanted for criminal association. He was arrested for attempted femicide, identity fraud, and on an outstanding warrant, and taken to the 63rd Police District. The victim was hospitalized at Tide Setúbal Hospital.

02/11/2025 – On Sunday (2), a couple of São Paulo military police officers were found dead inside their home in the Lajeado neighborhood, in the East Zone. According to preliminary findings, the 33-year-old male officer shot and killed his 32-year-old partner before taking his own life. Both bodies were discovered on the floor with bloodstains nearby, and two firearms were recovered at the scene. There were no signs of forced entry, and investigators are working to determine the motive. Forensic teams were called in, and the case is being treated as a murder-suicide.

02/11/2025 – A social media influencer known as the “human Barbie” was found dead on Sunday night (2) inside a house in the Lapa district, West Zone. Police found her with injuries to the eye and back, wearing only underwear. The death is being investigated as suspicious. According to reports, she had spent the day with a man who said they used drugs together before she fell asleep and stopped breathing. Emergency services were called, but she was pronounced dead at the scene. The body was sent for autopsy and toxicology tests. The influencer, who had undergone dozens of surgeries to resemble a doll, had hundreds of thousands of followers online. The case remains under investigation.

03/11/2025 – In the early hours of Sunday (3), São Paulo military police dismantled a gang specializing in home invasions and freed hostages held captive in a house in Vila Guilherme, in the north zone. Officers from the 5th Metropolitan Battalion noticed suspicious activity at the residence and surrounded the area, arresting three suspects — one with links to the First Capital Command (PCC). Inside, they found the victims, including a child with disabilities, restrained and threatened with a knife while the suspects looted the property. Police recovered 288,000 reais in cash and burglary tools. The three men were taken to the 73rd Police District and remain in custody.

03/11/2025 – On Monday (3), in Grajaú, in the southern zone of São Paulo, the Civil Police arrested the tenth suspect involved in the execution of former delegate Ruy Ferraz Fontes. The execution took place on September 15 in Praia Grande, on Avenida Dr. Roberto de Almeida Vinhas. The victim was killed by 12 rifle shots after being pursued in his car. The suspect, who had prior criminal records, was apprehended in possession of a firearm.

04/11/2025 – On Tuesday (4), São Paulo Civil Police launched Operation Mobile Strike to dismantle a network specialized in reselling stolen cell phones. Around 110 officers executed 28 search warrants and five temporary arrest orders in São Paulo, Guarulhos, Itaquaquecetuba, Mauá, and Suzano, arresting three suspects. The group, which sold between 20 and 30 devices per day, operated through fake businesses such as a bar on Rua Cásper Líbero used as a cover for its activities, including exports abroad. After three months of investigation and data analysis, the Deic targeted the network’s financial and logistical core to weaken the illegal cellphone resale chain.

05/11/2025 – In the early hours of Wednesday (5), São Paulo Military Police officers arrested a man in the act for stealing over R$80,000 worth of medication from a pharmacy on Avenida Morumbi, in the South Zone. After a COPOM alert, officers set up a perimeter and located the getaway car on Avenida Ibirapuera. The driver ignored the order to stop but was captured following a chase under the Santa Generosa Viaduct. Inside the vehicle, police found a crowbar and several stolen medicines, including Ozempic, Wegovy, and Mounjaro. The suspect confessed to committing the theft with two accomplices who escaped on motorcycles and said he would receive R$3,000 for transporting the goods to Rua Major Diogo. He was taken to the 27th Police District, where he remains in custody.

05/11/2025 – On Wednesday (5), police arrested three men in the act of burglarizing a commercial establishment on Avenida Dona Belmira Marin, in the Grajaú neighborhood, south São Paulo. Officers from the 27th Metropolitan Military Police Battalion responded after a report was received by the operations center and found the suspects inside the store. Two backpacks containing stolen items and burglary tools—including glass panels, lock parts, cables, knives, and saws—were seized. The suspects were taken to a medical unit and then to the 101st Police Precinct, where they underwent forensic examination. All three remain in custody awaiting judicial proceedings.

05/11/2025 – On Wednesday (5), military police discovered a house used to store drugs on Rua 25 de Setembro, in the Vila União neighborhood, eastern São Paulo. While inspecting a group of four residences, officers noticed a strong smell of marijuana coming from an unoccupied house. Through the window, they saw several bags containing what appeared to be narcotics. Inside, police seized 3.35 kg of marijuana, 1.06 kg of cocaine, and 152 g of “lança-perfume,” along with notes and spreadsheets linked to drug trafficking. The case is being handled by the 63rd Police Precinct.

05/11/2025 – On Wednesday (5), six armed assailants invaded a house in Pinheiros, west São Paulo, taking several people hostage and stealing jewelry, luxury watches, handbags, a phone, and a car. The vehicle was later recovered in Jabaquara, in the city’s south zone. The victims, aged 16 to 62, were bound with tape but not injured. The case was recorded as residential robbery, and police are reviewing security footage to identify the perpetrators.

05/11/2025 – On Wednesday evening (5), the Military Police arrested a man involved in a robbery against employees of a security company. The police located the individual on Rua Venceslau Brás after victims reported being held up by three criminals. The arrested suspect was recognized by the victims and confessed to the crime. He is also being investigated for another robbery that occurred in August.

05/11/2025 – Two teenagers invaded a condominium in Perdizes, West Zone, on Wednesday afternoon (5), and robbed residents of jewelry, cash, and cell phones. Following a tip-off, the Military Police apprehended one teenager at the entrance and a second one inside an apartment, who was being restrained by residents. The third accomplice managed to escape. The recovered stolen goods were valued at approximately R$20,000.

05/11/2025 – The suspect in the murder of physical instructor Arinaldo Tadeu de Oliveira da Silva (59) was arrested in the act on Wednesday (5), in Capão Redondo, South Zone, while attempting to commit another robbery. Subsequently identified by police for robbery followed by murder, he is the presumed perpetrator of the events that occurred on October 30, 2025, in Santo Amaro: the victim was fatally shot in the neck after attempting to defend a friend from assault during a robbery.

06/11/2025 – On Thursday (6), former PT state deputy Paulo Frateschi was fatally stabbed by his son during a family dispute at their home in western São Paulo. The ex-parliamentarian was struck twice and taken to Hospital das Clínicas, where he died; his wife was also injured while trying to intervene. The son was arrested at the scene. Frateschi, a founding member of the Workers’ Party and former secretary under Marta Suplicy, was known for his political activism and friendship with President Lula.

06/11/2025 – A man, who was subject to a violated protective order, invaded his ex-partner’s home by jumping the wall on the morning of Thursday (6), in a neighborhood in the South Zone of São Paulo. He assaulted and threatened the victim at her residence. Furthermore, he was already under investigation for the separate crime of illegal confinement of a 15-year-old teenager. The Military Police, called to the scene, found the man sleeping and arrested him for bodily injury, threats, and violation of the protective order.

06/11/2025 – A man, known as “Filhão” and identified as a “replenisher” for the drug traffic of the First Capital Command (PCC), was arrested on Thursday morning (06/11), in the Ipiranga neighborhood, South Zone. The Civil Police executed a search warrant on an apartment used as a faction depot and detained the suspect in the act with over 20 kg of marijuana and trafficking notes.

06/11/2025 – On Thursday (06/11), on Rua Ramon Urtiza, in Vila Andrade, South Zone, an off-duty military police officer reacted to an attempted robbery against a motorcyclist. The plainclothes officer ordered the arrest of three assailants, resulting in a shootout. One suspect was killed on the spot, and two other criminals (aged 21 and 25) were arrested, one of whom was wounded by gunfire. Two motorcycles used by the assailants were seized.

07/11/2025 – On Friday (07/11), on Rua Pamplona, in the Jardins neighborhood, South Zone, a man entered a pet shop, took a Border Collie puppy that was up for adoption, and ran away. During the escape, the man assaulted the store manager, breaking his nose, and ran over a service provider with his getaway car, breaking the victim’s leg. The puppy was later recovered in Campos do Jordão on 8 November.

07/11/2025 – A man, identified as a leader of the First Capital Command (PCC) criminal faction and responsible for the group’s finances, died on Friday afternoon (07/11), in the Vila Curuçá, East Zone, after reacting to a police approach and being shot in a gunfight. The Military Police had gone to Rua Palanque following a tip-off about the wanted individual, and seized a .45 caliber pistol, a 12-gauge shotgun, and ammunition at the location.

07/11/2025 – A police chase on Friday afternoon (07/11), on Rua Pasquele Gallupi, in Paraisópolis, South Zone, resulted in the death of one man who was shot. The pursuit began after tracking a vehicle stolen from an app driver, who had been kidnapped overnight. In addition to the deceased suspect, the Military Police arrested four other individuals (two men and two women) involved in the criminal action that included robbery and kidnapping.

09/11/2025 – On Sunday (09/11), in Vila Medeiros, North Zone, a 24-year-old woman died after being hit on a crosswalk by a drunk driver. The driver, also 24, fled the scene without providing aid. She was subsequently arrested, charged with homicide, drunk driving, and failure to render aid.

09/11/2025 – On Sunday morning (09/11), on Avenida Presidente Altino, in the Jaguaré neighborhood, West Zone, a motorcyclist died carbonized. He was attempting to rob the driver of a Porsche when a friend of the victim, driving a Mercedes, threw his car against the assailant’s motorcycle. The collision caused a fire that killed the motorcyclist on the spot. An accomplice who was on the motorcycle managed to escape.

10/11/2025 – A 24-year-old woman was arrested in the act on Monday morning (10/11), in the Butantã neighborhood, West Zone. She fled a motel on Avenida Vital Brasil without paying, drove towards employees and the gate, sped in the wrong lane, ran red lights, and collided with other vehicles. The driver, who showed signs of intoxication, was detained and will be charged with drunk driving, endangering life, damage, and resisting arrest.

11/11/2025 – A police chase on Tuesday morning (11/11), on Avenida Sapopemba, East Zone, ended in a shootout and arrest. Three men in a stolen car, flagged for transporting stolen copper wires, attempted to flee. Two suspects were shot, and the third was arrested inside a manhole (sewer system) after attempting to escape on foot. The incident, which involved the support of the Águia helicopter, caused lanes on the avenue to be blocked.

11/11/2025 – On Tuesday (11), a PM sergeant, father of a student, intimidated the director of a municipal school in the Emei Antônio Bento, Caxingui, West Zone, because of an activity about the teaching of Afro-Brazilian culture. Because he is evangelical, the man opposed the activity about the orishas, tearing up his daughter’s work and accusing the school of including Umbanda in her life. After the director refused to yield to his demand, the father returned the next day with four armed police officers who invaded the school and coerced the director for over an hour under the false allegation of forced religious teaching. The São Paulo Public Security Secretariat stated that the conduct of the officers will be investigated, and the director filed a police report for threat against the father.

12/11/2025 – Civil Police operation seized a war arsenal (including a .50 caliber rifle and two 5.56 rifles) and dismantled the base of a gang specializing in home robberies in Campo Limpo, South Zone, on Wednesday (12). Two suspects—a man and a woman—were arrested for crimes such as illegal possession of restricted-use weapons, receiving stolen goods, and criminal association. Ammunition and two stolen, armored SUVs with tampered license plates were also seized at the location.

12/11/2025 – A store security guard was fatally shot in the head during a robbery on Wednesday night (12/11), on Avenida Belmira Marin, in Cidade Dutra, South Zone. The criminal fled on a motorcycle, taking the victim’s weapon. The case, registered at the 101st Police Precinct, is being investigated as robbery followed by death.

12/11/2025 – A video captured four men stealing cables from an operational area of the Metropolitan Water and Energy Company (Emae) in Vila do Socorro, South Zone, on Wednesday morning (12/11). The images show one of the thieves climbing a pole and pulling wires next to the Marginal Pinheiros Bike Path, with the group subsequently fleeing with the stolen material. Emae did not register the incident and did not comment on the lack of security in the area.

13/11/2025 – The Civil Police arrested five people on Thursday morning (13/11), in the East Zone, in an operation against fraud. The itinerant gang, operating in several cities across the state, specialized in the “chupa-cabra” scam against elderly people, installing devices in ATMs to retain bank cards. The scheme tricked victims into calling a fake 0800 call center, where they provided data that criminals then used to carry out fraudulent withdrawals and transfers.

14/11/2025 – A group of at least three suspects on motorcycles was caught committing a spree of robberies on Friday morning (14), in the Paraíso neighborhood, South Zone. Security cameras recorded the criminals approaching pedestrians on the sidewalk, chasing and robbing one woman (29 years old) who was trying to flee.

15/11/2025 – A Chinese man was fatally shot on Saturday morning (15), on Rua Senador Felício dos Santos, in the Liberdade neighborhood, central region of São Paulo. Security cameras captured the victim fleeing from an armed man shortly before being hit by three shots. None of his possessions was stolen, which reinforces the suspicion of execution.

16/11/2025 – Agents of the Metropolitan Civil Guard (GCM) of São Paulo used pepper spray and batons to disperse youths at the Centro Cultural da Juventude (CCJ), in the Cachoeirinha neighborhood, North Zone, during a City Hall event on Sunday (16). The GCM was called due to an alleged “attempted invasion” of the cultural center, which was already operating at its maximum capacity of 500 people. Videos showed the GCM assaulting youths, and the City Hall stated that any “excesses” may be investigated.

17/11/2025 – A shootout following a police chase left one suspect dead on Monday morning (17), on Avenida Eliseu de Almeida, Vila Sônia, West Zone. The confrontation occurred when a vehicle carrying four suspects disobeyed a Military Police order to stop. The driver pointed a gun at the officers, who returned fire. The incident resulted in one suspect dead, two injured, and one arrested. The car used by the criminals was stolen.

17/11/2025 – Two men robbed a jewelry store inside a supermarket on Avenida Sargento Geraldo Sant’Ana, in Campo Grande, South Zone, on Monday afternoon (17). The criminals restrained an employee and fled with merchandise from the establishment. The Military Police were called, but the suspects had already escaped. The case will be forwarded to the 99th Police Precinct for investigation.

17/11/2025 – The businessman Daniel Vorcaro, owner of Banco Master, was arrested by the Federal Police on Monday (17), at Guarulhos International Airport, while attempting to flee the country on a private plane. The arrest, which occurred hours after the announcement of the bank’s sale, is part of Operation Compliance Zero, which is investigating the emission and sale of false credit securities (CDBs) by the institution with unreal returns. The operation, which executed seven arrest warrants and 25 search and seizure warrants in several states, is investigating crimes of fraudulent management and criminal organization.

17/11/2025 – An entrepreneur, aged 43, who was convicted and sentenced to 73 years in prison for the rapes of his daughter and two stepdaughters in Campinas (SP), was arrested on Monday (17), in the Tatuapé neighborhood, East São Paulo. The arrest occurred on the same day the court had requested the inclusion of the fugitive’s name on Interpol’s “Red Notice”. The entrepreneur did not resist arrest and confessed that he had been hiding in the location for about 30 days.

19/11/2025 – An off-duty civil police officer, aged 36, was shot on Wednesday night (19), on Rua Pensilvânia, in Brooklin, South Zone, after reacting to an attempted robbery. The officer was walking his dogs when he was approached by three criminals on three motorcycles. An intense shootout ensued, in which the officer was grazed in the abdomen. One of the assailants was also shot, fled, and left the stolen motorcycle at the scene. The officer is in good health.

19/11/2025 – An engineer, aged 39, had his cell phone stolen by two assailants on a motorcycle on Marginal Pinheiros, on the afternoon of Wednesday (19). The victim initiated a chase that ended on Alameda Gabriel Monteiro da Silva, in Jardins, when he collided with the thieves, knocking them down. An off-duty Rota military police officer, who was passing by, intervened and shot the two suspects. Both were wounded and taken to the Hospital das Clínicas.

20/11/2025 – Two suspects (a 23-year-old man and a 16-year-old adolescent) with a fake weapon were caught attempting to commit a spree of robberies against residents on Thursday morning (20), on Rua Charles Spencer Chaplin, in Morumbi, South Zone. The adolescent dismounted the motorcycle to rob a delivery worker but was surprised by Civil Police officers from Garra. The man who was driving the motorcycle attempted to flee but was arrested after falling off the motorcycle near Avenida Giovanni Gronchi.

20/11/2025 – Four people were injured after a drunk driver lost control of the car and collided with a pole on Thursday morning (20), on Avenida Celso Garcia, in Tatuapé, East Zone. The accident resulted in injuries to the driver and three female passengers, two of whom were taken to hospitals in serious condition. The driver, who was intoxicated, was taken to the Tatuapé Hospital Emergency Room and will be investigated by the Civil Police.

20/11/2025 – After the classic match between Corinthians and São Paulo, a fight broke out between supporters in the evening of Thursday (20), on Rua Conselheiro Carrão, in Bela Vista, Central São Paulo. The confrontation, described as scenes of savagery, involved the use of wooden sticks, iron bars, and fireworks, causing panic among residents. As of yet, there is no information about injuries or arrests.

21/11/2025 – Three truck and van drivers were kidnapped in the Parque Rebouças neighborhood, South Zone, victims of a fake freight scam where assailants pretended to hire them to transport a machine, on Friday (21). The drivers were threatened and held captive in an abandoned house, and one was forced to make a bank transfer to the criminals. The Military Police were able to locate the hostages and freed them during an operation carried out at dawn, following the tracking of one of the victims’ cell phones. One criminal was arrested, and a fake weapon was seized.

21/11/2025 – A male body was found buried in an environmental protection area belonging to Sabesp, on Rua Anísio Spínola Teixeira, in Sacomã, South Zone, this Friday (21). The body was discovered by Environmental Guard agents who noticed soft soil and recent marks at the location. Following the discovery, the area was isolated for forensic examination, the Fire Department was called, and the case was registered at the 26th Police Precinct.

22/11/2025 – A 59-year-old hairdresser was found dead on Saturday afternoon (22), in his home on Rua Pio XI, Alto de Pinheiros, West Zone. The body was found tied up, gagged, and showed signs of asphyxiation, reinforcing the suspicion of homicide. Security cameras recorded two unidentified men leaving the residence on foot in the late hours of Saturday morning. The crime was registered at the 14th Police Precinct, and the DHPP is investigating the case.

24/11/2025 – The funk singer MC Brinquedo was arrested in the act by the Metropolitan Civil Guard (GCM) on Sunday morning (23), on Avenida Guido Caloi, in Jardim São Luís, South Zone. The singer, who was riding a motorcycle without a license, fell after disobeying an order to stop from the GCM. He was taken to a hospital with minor injuries and was subsequently released after the filing of a Termo Circunstanciado for disobedience.

24/11/2025 – The lawyer and lobbyist Luis Francisco Caselli (61) was fatally shot on Monday evening (24), in Vila Formosa, East Zone, upon arriving home. Security cameras recorded two men on a motorcycle approaching and the passenger shooting him at point-blank range. The Civil Police are investigating the case as a planned execution, as the shooter attempted to remove a tracker from the victim’s vehicle.

25/11/2025 – The Federal Police (PF) carried out two search and seizure warrants in São Paulo on Tuesday (25), to dismantle a network involved in the trade and distribution of adulterated and irregular beverages. The investigation focused on a continuous flow of products without sanitary control (including counterfeit and clandestinely imported beverages), which posed a direct risk to consumers’ health. The PF had been investigating the large-scale operation of distributors who supplied various establishments with illegal materials.

25/11/2025 – An armed robbery with the hostage-taking of an employee took place in a pharmacy on Rua Pamplona, in Jardins, West Zone, on Tuesday night (25). Three criminals were there stealing medicine (notably slimming pens) and holding an employee hostage. As a Military Police patrol drove past the establishment, the officers witnessed the scene and were able to arrest the trio in the act, securing the release of the hostage.

26/11/2025 – The São Paulo’s Controladoria Geral do Município (CGM) opened an investigation this Tuesday (26), concerning former city councilman Marlon Farias Luz, who holds an assessor position at Prodam (municipal company). The inquiry focuses on his private association, “Sorte Grande entre Amigos,” which runs illegal online raffles. The association is accused of distributing food baskets funded by the City Hall (Cidade Solidária program) while promoting them as if they were sourced from the private raffles. The CGM is investigating to determine if there was misuse or fraud.

26/11/2025 – The Civil Police launched an operation in Guarulhos, Greater São Paulo, on Wednesday morning (26), targeting a Primeiro Comando da Capital (PCC) gang specializing in the robbery of vans and cargo. The group, which also kidnapped, threatened, and tortured drivers, caused a loss of R$4 million to the transport sector. The Judiciary issued nine temporary arrest warrants, and police reported that five targets had been arrested as of the last update.

26/11/2025 – The Civil Police of São Paulo state launched the 4th phase of Operation Big Mobile on Wednesday morning (26), across various locations. The action targets criminal organizations involved in the receiving of stolen or robbed cell phones and the dismantling of their resale networks. The police used intelligence analysis from registered police reports to map the main addresses where stolen devices were being directed. The three previous phases of the operation had already resulted in the seizure of over 26,000 cell phones across the state.

26/11/2025 – A civil police officer was arrested in the act on Wednesday morning (26), in Itaim Bibi, South Zone. The officer urinated on the sidewalk in front of a luxury building and fired a shot into the air after being confronted by the doorman. He was detained by the Military Police while driving on Marginal Pinheiros, showing signs of intoxication. The officer was charged with illegal discharge of a firearm and an obscene act.

27/11/2025 – A mega-operation was launched against the Refit Group, the largest tax debtor in São Paulo, on Thursday morning (27). The investigation targeted 190 individuals and companies across five states and the Federal District, aiming to dismantle an organized criminal scheme that caused a R$26 billion loss to public coffers. The group is accused of tax fraud, money laundering, and economic crimes, using offshore entities and investment funds (some registered in Delaware, US) to conceal illicitly imported fuels and assets.

27/11/2025 – The Federal Police (PF) launched Operation Slim on Thursday (27), to dismantle a ring illegally manufacturing the slimming drug Mounjaro (Tirzepatide). The operation fulfilled 24 search and seizure warrants across São Paulo, Bahia, Pernambuco, and Rio de Janeiro. The group, whose main target is a doctor selling the product online, manipulated the active ingredient on an industrial scale without sanitary control, posing a direct risk to consumers. Luxury assets, including a Ferrari and airplanes, were seized.

27/11/2025 – An operation was conducted by the Civil Police on Thursday (27), in the Tatuapé neighborhood, East Zone, resulting in the arrest of a 20-year-old digital influencer and six other suspects. The group used social media to organize dangerous, illegal motorcycle gatherings (“rolezinhos”) that included racing and reckless driving. The suspects face charges including criminal association and dangerous driving. Police seized a Porsche and at least 20 high-end motorcycles, and are also investigating money laundering through online raffles.

28/11/2025 – Dozens of clients of Outsider Tours had their travel and ticket packages canceled just before the Libertadores final (Nov 29), with reports peaking around Friday (28). The victims, including a leukemia patient, lost thousands of reais for trips to Lima, Peru. The agency’s owner, facing multiple fraud investigations in Rio and São Paulo, blamed the cancellations on negative media coverage, claiming the company “went broke.” However, reports indicate the company continued selling packages under different CNPJs.
